Prof. Anatoly Nikolaevich Perminov (born June 16, 1945) -
Russian high-rank public servant (in the USSR and later
Russian Armed Forces and civil service), former Commander of
the Space Forces (2001-2004) and former Head of the Federal
Space Agency (March 2004 - April 2011); now - Vice-General
Director - General Designer of JSC "Russian Space systems".
Education: Mr.Perminov graduated from the Perm’ Higher
Military Command-Engineering School in 1967, Command Faculty
of Dzerzhinsky Military Academy (Missile Forces) in 1976,
the Military Academy of the General Staff of the Armed
Forces of the Russian Federation in 1991; he has a
scientific rank “Doctor of Technical Sciences, professor.
Honorable decrees: professor of the Academy of Military
Sciences, Vice-president of International Academy of
Astronautics.
Current Public activity: Prof. Anatoly Perminov has a PhD in
engineering, and authored more than 70 scientific papers and
articles on space exploration. He is Chair of the
International Committee of the IGMASS Project Implementation
(ICPI). Since 2011 prof.Perminov is a Vice-President of the
International Academy of Astronautics. (Science affairs).
Briefly about IGMASS Project:
For last three years a team of Russian designers headed by
prof. Perminov, is promoting concept of the “International
Global Monitoring Aerospace System (IGMASS)”. The IGMASS
Project is an initiative to create the “System of Systems”,
which has to integrate recourses both existing and coming
national and international space remote sensing,
communication and relay, weather and navigation systems (or
allocated data and organizational resources), as well as
appropriate air-born and ground-based facilities, including
specialized infrastructure for global forecasting and early
warning about natural and man-made disasters Earth and space
origin.
IGMASS generalized structure includes ground based
monitoring tools, national air-born and international
specialized orbital segments. Engaged resources of profile
projects and programs, as well as involving space facilities
would give appropriate opportunities to the Project
participants via “Global ground subsystem”, providing
prognostic monitoring information to the customers all over
the world.
Since 2009 the IGMASS ideas were presented at number of
profile interstate scientific forums all over the world
except of South America. The Project was approved by the
participants of three profile political summits.
One of the main results of the IGMASS Project promoting all
over the world is establishing in July, 2010 its own
governing body - “International Committee on the IGMASS
Project Implementation” (ICPI), headed by prof.Perminov.
Mainstream purpose of such step was drawing public attention
to the Project at national, regional and international
levels, consolidation of profile scientists and experts as
well as enterprises for the IGMASS concept realization,
searching contemporary ideas, technical solutions,
administrative and financial recourses for the system
creation and development.
Although the IGMASS proposal has existed for a few years,
this pilot version also came in the context of Russia’s
Strategic Defense of Earth (SDE) offered in fall 2011, a
proposal for collaboration between the United States and
Russia on both missile defense systems and defending the
Earth from the threats posed by future asteroid and comet
impacts. Seeing this particular SDE proposal as an upgraded
re-offer of his original 1983 program which became the
Strategic Defense Initiative (SDI), Lyndon La Rouche and his
associates have very publicly and forcefully supported it,
most recently in the 68-page La Rouche PAC report “The
Strategic Defense of Earth”.
The IGMASS Project provides unique opportunity to unify
efforts of the world community to develop new joint strategy
of peaceful space exploration, which is focused on providing
secure and sustainable development of humanity.
